The Hidden Counterparty: Ownership, Screening and the BIS 50% Rule

Wednesday 28 October 2026

From ownership intelligence to screening within the transaction workflow

Many organisations can confirm that a counterparty was screened during onboarding. The harder question is whether they can identify what changed later, connect new information with the earlier screening result and reconstruct how a potential match was reviewed and resolved.

This is particularly relevant for India-headquartered exporters and multinational companies managing complex networks of customers, suppliers, intermediaries, consignees and end users across multiple systems.

Recent developments have increased attention on entities that may be subject to restrictions through their ownership relationships. In broad terms, the BIS Affiliates Rule extends certain U.S. export-control restrictions to foreign entities owned 50% or more – directly or indirectly, individually or in aggregate – by one or more specified listed entities, even if the affiliate is not separately named on a restricted-party list. Currently suspended, the rule is scheduled to be reinstated on 10 November 2026.

Bringing together Dow Jones’ perspective on the BIS Affiliates Rule and expertise in entity and ownership intelligence with Thomson Reuters’ expertise in enterprise denied-party screening and integrated ERP workflows, the webinar will explore:

  • Why the BIS Affiliates Rule increases the relevance of ownership relationships beyond named parties
  • The challenges of identifying and maintaining information about corporate ownership and associated entities
  • How entity and ownership intelligence can be applied through a screening engine connected with ERP and transaction workflows
  • How onboarding, proactive rescreening and transaction screening interact with match review, escalation and decision history
  • What an illustrative cross-border scenario reveals about connecting a change in counterparty information with an earlier screening decision

Participants will gain a clearer understanding of the journey from identifying a potentially relevant ownership relationship to applying that information within an enterprise screening workflow.
